If you choose to use a platform be it PS Network or Steam transactions are done over those and they charge a fee for this service meaning that they also take legibility for the fund transfer so if you ask for a refund naturally they will reject to do it and dev has nothing to do with this except do it in person ie refund you out of good will if you have solid grounds for it but it is highly unlikely since you already spent and used those eagles to your own benefit. sorry if i have any mistakes English isn't my first language.
